Vershire Selectboard minutes for March 25th, 2010 (approved)
Attendance: Vernal Stone (Chair), Marc McKee, Gene Craft, Debra Kingsbury
Meeting called to order at 7:00pm
Daly Environmental of Royalton submitted a quote and contract for services to remove the underground oil tank at the highway garage for $1,600. The scope of the project is as follows: the highway crew will assist with excavating the area around the tank. Daly will sample the soil, monitor all necessary environmental precautions, dispose of the tank shell, and complete the tank closure with a site assessment and report with full documentation.
Stone and McKee discussed contacting Clean Harbors out of Portsmouth, NH and felt that quote would entail travel time and that Daly Environmental came with excellent local references. McKee moved that the Board accept the quote from Daly Environmental. Stone seconded. All were in favor. Stone signed the contract.
Craft will contact Alan Daly to let him know of the Boards decision and turn over the scheduling of the contracted work to him for completion.
Craft has researched how our Capital Equipment Fund and Capital Projects Fund accounts originated and were documented in Town Minutes. It has become apparent that both funds were established for the purchase of highway equipment and the town will have to clarify that one account is designated for general projects by a vote at a town meeting.
The Town Plan needs to be updated in 2011. TRORC has grant applications for funding to assist with these needed updates. The grant applications are now required to be done “on-line” by the Board. Wendy Tutor from the State has offered to assist the town with setting up the process on the computer. The Board needs to authorize someone to be the Grant Administrator. Chris Sargent from TRORC has been the administrator in the past and is willing to act in that role. Craft and Stone will meet with Wendy Tutor on Monday the 30th to start the application process.
Stone, as Road Commissioner, went up to inspect Kingdom Road and the trail area at the end previously discussed at the March 16th meeting. McKee will contact the land owners, the Mix family, for some clarification.
