Selectboard Minutes - August 18, 2009



Meeting called to order at 7:00pm by Chairman, Vern Stone

In Attendance: Vernal Stone, Marc McKee, Rita French, Gene Craft, Paul
Betters Guests: Eleanor Drew and Debra Kingsbury

Select Board had requested a report from the Highway Garage Design
Committee: Syd Veysey dropped off a preliminary sketch of the needed site
layout for a building and the necessary areas for salt, sand, equipment

Rita will contact Syd to find out who is the “Chairperson” on the Committee

Marc asked Paul (Highway Foreman) how the well/water situation was holding
out: Paul responded that they are able to use it for washing vehicles and
lavatory use at present.

Paul has contacted Twin State Sand & Gravel, McCullough’s and Pompy Farm
gravel suppliers for pricing bids for sand. Twin State has not replied”

Discussion ensued about the pricing per yard and per ton for comparison and
the quality of the material. Neither of the Gravel Suppliers offers trucking
of the material: Gene Craft will prepare “request for bids” cards to be
mailed out to area trucking firms.

Marc stated that potential Truck firms would prefer to drive from a closer
location and that Paul should pursue negotiations for the sand/gravel needed
to see if they could get better pricing. Rita made a motion that Vern, as
Road commissioner, will research the “quality” of the material to be
provided prior to approval and determine which company the Select Board will
authorize the sand/gravel to be purchased from. All were in favor.

Eleanor Drew came in to discuss reinstalling a gate at the end of
TullarRoad and posting a “Not a Thru way” on same. There are signs at
the end of
both North and Tullar roads informing that neither are thru ways, however,
it is on GPS mapping and has created some problems. The Select Board
granted Ms. Drew permission to install the gate just past here drive where
the class 4 road starts and that she may also place a sign on the gate as
well.

Gene Craft informed the Board that on a related GPS issue that Fire Dept
Chief Ward had concerns as to the “911 Numbering” on Cross Rd, which becomes
Rowell Road in Vershire and some confusion as to the number sequence. Marc
suggested that the VF&R make a recommendation on how to correct the
numbering confusion in that area and the Select Board will support their
input. Vern noted that Emergency Dispatch has been instructed to not only
give a street number but also the occupants name so as to eliminate
confusion.

Discussion about the third Highway position: Select Board requested Gene to
place an ad in the Times Argus, Valley News , and the Journal Opinion for a
week period “posting the Highway Position” Paul recommended a requirement
that the applicant have a Class B CDL license as a minimum” to operate the
Town Equipment. The SB agreed with that as a requirement for the job.

Paul presented the Select Board with an inventory of the needed road signs
to be ordered. Gene asked for permission to order. The Board authorized
same.

Resident at the end of Durgin Hill Rd requested that the road be graded as
it had in the past to that location as being still Class 3: Paul will go back
up.

Discussion about the Cemeteries and their conditions: there has been mention
that the Cemetery located near The Mountain School has been neglected. Rita
stated that it would be attended to. It was noted that tree limbs have come
down and that some chain saw work needs to be done- Marc offered that once
The Mountain School is back in session that a “student work crew” could go
and clean up the tree limbs.

Marc wanted several items noted in the “minutes”:

While observing the “Bread Oven” project over at the Town Center
Building lot it has come to his attention the generosity of everyone that
has volunteered their time, equipment and efforts to this project.

The stone masons, Skylar Lumbra and Jeremy Larsen are doing a fabulous job.
Jeremy has signed up with the group “Masons on a Mission” he will travel to
Guatemala to teach the residents there to build proper chimneys and ovens to
enhance their living conditions and make their homes safe.

The VF&R has in the past offered to have the recycling containers stationed
up at 9111 Vt. Rt. 113. Marc suggested that it would make the Center
Building more attractive and functional for parking etc- and felt that it
was a viable option IF the VF&R would still allow them to be placed there.
Discussion followed.

The Select Board would like to make recyclers aware about WHAT can be put
in each dumpster and ask that the Townspeople be a bit more conscientious
about placing the correct and CLEAN items in the bins. “POINTS” come off
when improper items get mixed in that shouldn’t be there and it COSTS the
town money. There needs to be a “Refresher” in the next newsletter as to
what can be recycled.

Marc attended the Vershire Fire & Rescue Open House that was held on
Saturday August 15th and noted how impressed he was with all that had been
done there and wished to commend all responsible for their hard work and
efforts.

Select Board went in to Executive Session from 7:45 until 8:05: no action
was taken.

Vern moved to accept the Select Board minutes and approve the orders: Marc
seconded: Rita agreed--all were in favor.

Gene distributed the “Orange Book Handbook” for local officials.

Discussion about the fees for Annual Audit: Gene is working with NEMRC on
the computer programs to print reports for income and expenses for the SB to
review.

Discussion about rocks in the roadway resulting from grading-

Discussion about the “Ancient Roads” to be referred to Marcus Bradley

Unifirst issue discussed

When the SB has a Secretary they will ask that letters be sent to all
highway applicants for their interest in the posted position

Gary Goodrich has compiled a “Town Center Wish List” Brief
discussion; discuss further as funds allow.
